Ask for a difference report

Request the existing and proposed stackups side by side. Require the proposer to identify every changed material, ply, copper option, and thickness rather than only describing the new resin as equivalent. Supplier construction tables, such as Isola's I-Speed data, illustrate why one family contains multiple electrical constructions. The first review task is therefore to establish what physically changes. Until that is clear, a comparison of brand names cannot support a release decision.

Assign a consequence to each change

Keep the review specific. A thinner dielectric may require narrower routing to preserve impedance and may alter the microvia span. A different foil can affect the loss model. A new bonding system can change the processing review. Use a short matrix so that engineering, fabrication, and purchasing agree which evidence closes each item.

Avoid the upgrade shortcut

An alternative advertised as better may improve one characteristic while changing another. For example, lower nominal dielectric loss does not guarantee the same propagation delay or line width. Ask whether the existing copper artwork can be retained and what tolerance study supports that conclusion. If the new width needed for impedance cannot pass through the package escape, the substitution requires a layout decision rather than a purchasing approval alone.

Set acceptance and traceability before ordering

Decide whether the substitution needs only a documented analysis or also prototype measurements and reliability evaluation. Tie the decision to design margin and how far the new build departs from prior evidence. Record the approved material revision, affected product revisions, test results, and any restrictions. Then update the manufacturing release so the production order and CAD model refer to the same stackup. Keep a proposed alternative unapproved until the assigned technical questions have been resolved.

Can purchasing approve a substitute to avoid a delay?

Use the organization's engineering change process. Supply urgency does not answer whether the existing geometry and verification remain applicable.
